“Background: The Washington State legislature recently passed Engrossed Substitute House Bill 1930. This bill helps cosmetology licensees affected by the COVID-19 pandemic. Licensees renewing their license from June 9, 2022, until June 30, 2023, won’t pay a late fee or need to retake exams. This legislation applies to all cosmetology professional licenses, including:

Cosmetologists. Hair designers. Barbers. Manicurists. Estheticians and master estheticians. Instructors.

*It doesn’t apply to salon/shop or school licenses.*

Eligibility

You qualify if your cosmetology license was or will be canceled or expired between March 1, 2020, and June 29, 2022. If you choose to renew under this process, you can do this online or by mail. You will be required to pay a renewal fee of $55 per license, but not a late fee. This legislation doesn’t affect licensees with an expiration date after June 29, 2022. These licensees will have 1 year to renew without having to retest.

Important Dates

June 9, 2022 is the Effective date of ESHB 1930; and date we’ll begin processing renewal applications from eligible licensees.

June 23, 2023: Last date to submit a renewal for this process by paper application

June 30, 2023, at midnight: Last date to submit a renewal for this process through the online system.

Renewal Application Process

Renew your license as you normally would after June 9, 2022. You won’t need to retake exams, even if your license was previously canceled. You’ll pay a renewal fee of $55 per license.

If your license expired or will expire between March 1, 2020, and June 7, 2022, your expiration date after renewal will be June 8, 2024.

You can renew online on or before June 30, 2023, and by paper application on or before June 23, 2023. See our Cosmetology renewal page for more information. If you renew your license online, we’ll send you an email with instructions on how to print your license. If you want a paper copy of your license, you can request that online or when sending your renewal form to us.
